Gov. Joy Bernos seeks support from Indigenous People mandatory leaders of Abra to support the government in Ending Local Communist Armed Conflict (ELCAC) during the Elders’ Forum on March 10, 2020, at the Provincial Capitol Social Hall.

This forum is a provincial campaign on ELCAC focused on indigenous communities which are the most affected by communist insurgency in the  province.

The forum was also attended by Deputy Director General Vicente Agdamag of the National Security Council and Brigadier General Henry M. Doyaoen.

During the forum, Philippine Army and DILG-Abra discussed Executive Order No. 70 and the creation of Task Forces on ELCAC where LGUs and government agencies converge their efforts to deliver the most needed services at the affected barangays.

Agdamag announced that P1.5-P20 million worth of development projects were allocated to the 27 insurgency affected and threatened barangays of Abra under the budget of National Task Force on ELCAC.

As a result, the participants signed the pledge of commitment to support the efforts and activities of the Provincial Task Force in ELCAC denouncing any engagement of the IP community to the Communist Terrorist Groups.
