A Sangguniang Panlalawigan (SP) resolution stating the deepest sympathy of the entire Provincial Government of Abra was given to the family of the late Andres B. Bernos during his necrological service at the Provincial Capitol on July 6, 2019.

Congressman Joseph Sto. Niño Bernos expressed his gratitude for the comfort of Abreños during their bereavement. 

During his speech, he reminisced the way his father raised them with discipline, goal setting, and public service.

The late Bernos’ former colleagues like Mr. Francis Borgonia, Atty. Marlyn Damasen, Mr. Rogelio Balla, Mr. Isidro Vasquez, and his best friend Arnulfo Biscarra Sr. gave tribute for him.


They remembered him as one of the pioneer public officials or the “trailblazer” of Abra. He served as governor, vice governor, and SP member from 1984 to 1998, and municipal mayor of La Paz from 1968 to 1979.

He was called “Mr. CARAA” for his great contribution in supporting the athletes of Abra. Through his motion, the SP Resolution No. 67 creating CARAA task force was signed in 1994. Irrigations, flood control, and a hospital were also his notable projects during his term.


Cong. Bernos said he will carry out his father’s mission, that is, “to reach the stars for Abra.”
