On December 5, 2018, during the celebration of the 26th National Children’s Day, Provincial Social Welfare and Development Officer Decimia Cabang urged the parents and every Abreño present at the Capitol Atrium fight the bill lowering the age of criminal liability of children from 15 years old to 13 years old.

“Day Care Workers, the community, ken dagiti mangkitkita kadagiti ubbing, tarakenen tayo amin nga ubbing tapno maisuro ida iti nasayaat a dana,” Cabang said. “Child Development Workers, MSWDOs, the barangays, kangrunaan kadagiti nagannak, aywanan tayo dagiti ubbing tayo tapno awanen ti maiwawa ti dalan,” she added.
