The “Barangay nga Alisto, Napudno, Natalna addaan Urnos ken Anep a Rumang-ay” (BANNUAR) Awards is a program by the Department of Interior and Local Government and the Provincial Government of Abra recognizing the critical role of the barangay as a basic political unit enhancing the societal well-being.
Barangays are assessed based on these criteria: 1. Basic Facilities, Customer Service and Citizen’s Participation; 2. Disaster Preparedness; 3. Financial Administration; 4. Peace and Order; 5. Environmental Protection; and 6.) Economic Development.
Thirty four barangays out of the 66 barangays which were compliant to the program came out in the Official List of Passers and awarded with an incentive of P50,000 each:

Bucay Barangays: Bangcagan, Banglolao, Madalipay, Pagala, Palaquio, Salnec, San Miguel, South

Bucloc Barangay: Ducligan
Daguioman Barangays: Ableg, Cabaruyan, Pikek, Tui
La Paz Barangays: Malabbaga, Mudeng, Toon
Lagangilang Barangay: Laang
Peñarrubia Barangays: Lusuac, Namarabar
Sallapadan Barangays: Bazar, Gangal, Sallapadan Barrio, Subusob
San Juan Barangays: North Poblacion, Supi-il
San Quintin Barangays: Poblacion, Tangadan, Villa Mercedes
Tayum Barangay: Bagalay
Tubo Barangay: Amtuagan
