The Provincial Government of Abra, through the Provincial Social Welfare and Development Office headed by OIC Ms. Icee Molina, reaffirmed its commitment to protecting childrenโ€™s rights during the Orientation Dialogue on the Pillars of Justice and Other Duty-Bearers in the Implementation of the Juvenile Justice Law, held on August 13โ€“14, 2026, at the University of Abra Social Hall.

Governor Eustaquio P. Bersamin emphasized that children in conflict with the law must be held accountable through age-appropriate measures while being given opportunities for rehabilitation, reintegration, and positive transformation.

The two-day dialogue strengthened understanding of RA 9344 and RA 10630, diversion and community-based programs, social case management, and the roles of justice-sector partners, including the Family Court and Abra Bahay Pag-asa.

Resource speakers were Atty. Materno Marcos Ma. G. Cariรฑo, Atty. Franklin Waquisan of the Public Attorneyโ€™s Office, Jeanietess V. Brillantes, RSW, Court Social Worker, Atty. Kevin A. Biag, Clerk of Court of the Family Court, and Judge Cristina Astudillo, Presiding Judge of Branch 58.

The activity underscored a shared commitment among government, families, schools, communities, and other duty-bearers: to guide every young Abreรฑo toward dignity, hope, and a better future.
