The Provincial Health Office, led by Dr. Frances Marie Alexis B. Gasa, in partnership with the Department of Health, conducted the 2nd Consultative Meeting and Learning Session on Best Practices in the Implementation of the Anti-Smoking and Vaping Ordinance on July 1, 2026, at the Abra Provincial Capitol Social Hall.

The activity featured valuable insights from Dr. Donna Bel Tubera Panes, Medical Officer IV of the Baguio City Health Service Office, who shared Baguio City’s best practices in enforcing its anti-smoking and vaping ordinance. Provincial Health Office Health Education and Promotion Officer (HEPO) Leila Bernal also presented the draft Provincial Anti-Smoking and Vaping Ordinance, encouraging meaningful discussions and recommendations to strengthen the proposed policy.
