The Department of Agrarian Reform (DAR) successfully conducted the Project SPLIT: Transforming Land Rights into Opportunities E-Title Distribution Ceremony on June 22, 2026, at the Abra Valley Grand Hotel. Through the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, DAR distributed 66 electronic titles covering 35.6711 hectares to 77 Agrarian Reform Beneficiaries (ARBs) from 11 municipalities in Abra. Twenty-two Certificates of Land Ownership Award (CLOAs) were likewise awarded, further strengthening the government’s commitment to secure land rights and promote sustainable rural development.

The electronic titles were personally handed over by Vice Governor Anne A. Bersamin and Atty. King Blas Jervin C. Pagtailan, representing Governor Eustaquio P. Bersamin, together with Assistant Regional Director for Operations Atty. Nelson D.C. Palaris, Atty. Jeanelle Seares, representative of Congressman Joseph Sto. NiΓ±o Bernos and Congresswoman Ching Bernos, Register of Deeds Atty. Germa Dumalleg, PENRO Forester Florencio Pacio, OIC PARPO II Atty. Mercedes Borongan, PARAD Atty. Letcia Hayes-Allen, and Provincial Assessor Engr. Emi Miguel.

As Guest Speaker, Congresswoman Ching Bernos underscored the importance of empowering farmers through genuine agrarian reform, emphasizing that secure land ownership gives families hope, dignity, and opportunities for a better future. Vice Governor Anne A. Bersamin likewise affirmed her continued support for Abra’s agricultural sector, while Governor Eustaquio P. Bersamin reiterated the Provincial Government of Abra’s unwavering commitment to programs that uplift the lives of farmers and strengthen food security in the province.

Through Project SPLIT, the government continues to transform land rights into opportunities; enabling farmers to invest confidently in their lands and improve their livelihoods. With the collective efforts of national and local government partners, Abra moves closer to a more inclusive, productive, and prosperous future for its agrarian reform beneficiaries.
