


As part of its commitment to advancing legislative excellence and institutional innovation, the Sangguniang Panlalawigan of Abra, led by Vice Governor Anne A. Bersamin, conducted a benchmarking activity in Butuan City, Agusan del Norte on May 25, 2026, coinciding with the conduct of the Palarong Pambansa in the Caraga Region.
The delegation was warmly received at the Butuan City Hall by Mayor Lawrence Lemuel H. Fortun and Vice Mayor Reynante B. Desiata, with Councilor Atty. Glenn Carampatana formally welcoming the members of the Abra Provincial Board.
The benchmarking focused on the organizational structure and legislative operations of the Sangguniang Panlungsod of Butuan City, particularly its adoption of modern governance practices. Among the key areas explored were the digitalization of legislative sessions, efficient coding and archiving systems for ordinances, and mechanisms that enhance public access to legislative records and information.
The delegation also examined the design and functionality of the Cityโs session hall, gaining valuable insights into facilities and systems that support transparent, efficient, and technology-driven legislative processes.
The activity reflects the continuing efforts of the Sangguniang Panlalawigan of Abra to learn from exemplary local government practices and to pursue innovations that strengthen public service, transparency, and responsive governance for the people of Abra.
