Emergency response equipment and heavy machinery have been strategically prepositioned, while the Emergency Operations Center maintains 24/7 coordination and continuous monitoring of weather conditions, hazard-prone areas, and the Abra River to ensure timely response to any developing situation.

Supporting the province’s disaster preparedness and response efforts are personnel from the Philippine Coast Guard, led by CPO1 Arthur A. Alvaro, the Abra Provincial Police Office (APPO), the Philippine National Police – Highway Patrol Group (HPG), the Philippine Army, and the 1402nd Community Defense Center, 14th Regional Community Defense Group (14RCDG) Reserve Command.
