There are 21 out of 27 local government units (LGUs) that have the 10-year Solid Waste Management (SWM) plan approved by the Department of Environment and Natural Resources (DENR). This waste-management program is pursuant to Republic Act 9003, or the Ecological Solid Waste Management Act of 2000.


DENR-Provincial Ecology Management Officer Joyce Mangsat said the other municipalities like Langiden, Lagayan, Bucloc, Daguioman, San Quintin, and Pidigan are still processing their approval.

The 10-year management plan includes segregation, recycling and proper waste disposal through Material Recovery Facilities, sanitary landfills, and residual containment areas.

She said LGUs and barangays must organize their Solid Waste Management boards and committees to formulate policies for proper garbage disposal for strict compliance. The LGUs must set their waste reduction targets through scheduled activities and programs with the 10-year Management Plan.

The LGU’s adherence to RA 9003 is a sign of commitment to minimize the air, water, and land pollution to protect human health and the environment.

Under Section 50 of RA 9003, local government officials who fail to comply with and enforce rules and regulations of this Act shall be charged administratively in accordance with RA 7160 and other existing laws and regulations.
